The board game market is a dying market. Sales figures indicate otherwise. I looked into this more. I at one time attempted to make one of these. I had a map which included Yugo, Greece, and other Balkan areas. Most of Africa was just empty spots of worthless land. The allies came over in set reforcements like D-Day, but the Axis had IPCs which they could spend on building new units of their choic...
