Like I said, I see the point of low luck, but this is a game designed around dice. And there's nothing automatic, or to be expected about dice. Luck is half the point of it. Making lucky stands is the game equivalent of lucky or heroic breaks if it had been a real war. If its all this low luck business, no wonder the game is boring. I'm sorry, this has probably already been answered, but after searching these forms for a while I haven't found the answer.

In the Alpha 2 rules, can the Allies take the IPCs for the DEI territories even if Japan has not captured them first?
