That would be a good way to do it. UK can spend it all in London on turn 1 only. That would most likely result in them building a couple extra fighters round 1 (i.e. instead of building 8 inf, 1 art for $28, London can build 7 inf, 1 art, and 2 fighters for $45), but Calcutta will be very weak. 1) London may build as much as it wants from both economies; but 2) Calcutta may not build more than the Pacific economy warrants. So if I understand that correctly, on the first round UK (combined) would start the game with 45IPCs, but they could only mobilize up to 17IPCS worth of units in India....
