Or if you don't go after it you give the US a head start on a Pacific fleet if that is their inclination. Heck just pull it back to the West Coast. The other thing is that if a unit starts its move in enemy ZOC it must stop after one hex.

If your truck couldn't be returned automatically at start of movement it will probably only be able to move off the frontline during movement.
