Agreed Larry, some other role for losers to play would be instrumental. However, I hope it doesn't mean they run the bank. Again, Axis & Allies carries the spirit of what I think games should be, involving for everyone till the nail biting end.

here's a what- if for you to help a loser stay in the game!

Suppose once a Capitol has been taken, the loser has one round to be salvaged by his Axis or Allies group. If unsuccessful, that country is retooled and now becomes an arm of the country that captured him. Now the tide turns, the one who lost his country is back in the game and the conquerer is rewarded with more power. first loser gets to stay in it to the end of the game.
