I want to narrow the next generation of competing changes.

Changes that will be made:
#6 - Add 1 naval base to ANZAC’s New South Wales

Removed from consideration:
#2 – Remove 1 Ftr, 1 Tac and 1 Bomber from Japan
#2B – Remove 1 strategic bomber from Manchuria only
#2C – Some other aircraft removal combination
#3 - Switch cruiser 39, and UK battleship and 2 transports 37
#4B – What the hell is 4B?
#7 – One time +15 bonus if Japan does not attack on turn 1
#10 – Award US 40 IPCs immediately if and when attacked.


Still under consideration:
#1 – Add following Chinese infantry - +2 Kwe, +1 Yun, +2 Sze
#1A – Add more Chinese than listed above
#2A – Remove the 3 aircraft from Japan and 1 Bomber Manch.
#3A – Switch cruiser 39 and UK battleship and 1 transport
#3B – Leave battleship 37 and move 2 transports to 39
#3C – Leave battleship 37 and move 1 transport to 39
#5 – Switch Japanese battleship in 33 with cruiser 19
#7A - +10 bonus for each turn Japan is not at war with allies
#8 – Dutch islands convert to UK control with Japanese DOW
#9 – Japan must garrison Manchuria. Numbers TBD

Interpreting the numbers:
#1 & 1A: Adding more than +2 Kwe, +1 Yun, +2 Sze is as equally supported by the group as the idea of adding even more Chinese infantry than this.

#2A: Removing 3 aircraft (Ftr,Tac,Bomb) form Japan and 1 Strategic bomber from Manchuria is supported by only Jim010, Canuck12 and Kauf/Buckey.
#3A, #3B and #3C: This is about whether or not 1 or 2 transports should be moved to SZ39. It’s also about switching the battleship and the cruiser. #3A (switch cruiser 39 and UK battleship and 1 transport 37) has the most support. One of the supporters is me and I’m leaning more and more towards #3C (Leave battleship 37 and move 1 transport to 39). I think that having 2 transports off India (SZ39) is potentially too impactful on not only this game but the Global game as well.

#6: Add a naval base to NSW is almost supported by everyone.

7A, 8 and 9: This is not necessarily a case of one or the others. There still is the possibility of a combination or even all three (doubtful). The concepts are #7A (Japan should receive +10 IPCs for each turn it is not at war), #8 (Dutch islands convert to UK control with Japanese DOW), and #9 (Japan must garrison Manchuria). No one thought that it would be a good idea for Japan to have all three of these changes. Five people think that Japan should only have one of these possibilities… and that one was #7A (Japan should receive +10 IPCs for each turn it is not at war).

We seem to have broken into 4 groups when it comes to these 3 ideas.

Group 1( Canuck12, Jim010, Kauf/Buckey, and Lord Nielsen) supports the idea of only awarding +10 IPCs for Japan remaining at peace. #7A.

Group 2 (Caractacis, Krieghund, Kungfujew, Larry) supports the idea of awarding the +10 IPCs but also requiring Japan to garrison Manchuria. #7A & #9.

Group 3 (Autarch,) wants the Dutch islands to convert to UK should the Japanese DOW and Japan being required to garrison Manchuria. #8 & #9

Group 4 (tunnelRat, UrJohn) both want only the Dutch islands to convert. #8

Dealing with these three issues 7A, 8 and 9 is the real task at hand. Which one or which ones should we use.

For the record… I like the idea of a garrisoned Manchuria a lot. It marries up nicely with the Global game (just lift the restriction when playing Global). Dutch islands converting to UK control with Japanese DOW seems a bit complicated to me, but it does have precedents. It also throws a bunch of, before now unseen, IPCs at the UK. I do recognize that these additional IPCs will help ward off a J3IC, but so will being forced to garrison Manchuria. As for Japan receiving +10 for each turn it is not at war… this is intuitively easy to grasp and consequently enticing to you average player. I’m not sure you can stop a J3IC with out it.

At this point, I’ll bet this is how we’ll net out after all is said and done…


1, 3C, 6, 7A, 9
Add +2 Kwe, +1 Yun, +2 Sze to China’s setup
Leave battleship in 37 and move 1 transport to 39
Add 1 naval base to ANZAC’s New South Wales
Japan receives +10 IPCs for each turn it is not at war

I think the following setup is where I’d like to end up. If this is moving a bit too fast for some of you I apologize. I going to list the setups rather than tell you what has changed.
I recommend you test this setup and give me some feed back. Let me know how you like it. What you don’t like about it.

I call this setup Scenario Alpha.
