You and your group of playtesters are not too shabby either.

If you build a destroyer where there is an enemy submarine, does the submarine get a chance to move out during its next turn?

Yes. Destroyers stop subs' movement when they enter the sea zone. If they begin the turn in a sea zone with an enemy destroyer, they can move out.
