Scapa Flow

Scapa Flow, the primary UK naval base throughout both world wars, is not represented on the Europe 1940 setup or the Global 1940 setup. A quick search of these forums turns up a lot of notes lamenting the lack of a UK naval base in Scotland in the setup, but I don't see any "official" responses. (It is possible that I missed one.)

At any rate, I'm very curious about why the naval base at Scapa Flow is not represented in the setup. An "official" response would be appreciated.
