FAQ- 1st ed. vs. 2nd ed

The 1st ed. and 2nd ed. both have FAQs dated September 3, 2014. Why are some of the rules different, as between the versions?

Example 1- not being able to scramble from United Kingdom (I know the 2nd eg. rules provide for scrambling from Islands and costal territories).

Example 2- Germany's national objective being 3 ipcs for one land unit in Egypt vs. 5.

I'm not sure that I understand the question. The rules are different between the two editions because changes were made in the 2nd edition. Is there something more than that you're referring to?

I understood that there were changes made between the editions. I thought, however, that the rules for the 1st ed were updated via the errata/faq to reflect those of the 2nd ed. Obviously I was incorrect.

This came about because I'm playing Europe 2nd ed. today and I typically check for the most up to date errata before playing. I came across the first ed. errata first, then found the second ed. errata.
