Axis & Allies: 1940 3rd Edition

France gets it's own pieces this time around, Canada and Holland only get an exclusive Infantry piece (Canada uses British pieces, Holland uses ANZAC pieces)
Return of the Yukon Territory and British Columbia, Canadian territories will be worth up to 10 IPCs, to compensate, some British territories in the Europe half will be worth more (like Gibraltar), Holland/Belgium has a Dutch flag on it and has the Capital Amsterdam, Add 1 Victory in Africa, add a Soviet victory city in the pacific map, add a victory city to Malaya, Add 1 French Infantry and 1 French Artillery to French Indo-China along with a Naval base
Since Germany controls Holland/Belgium, they get 14 extra IPCs the first round
In addition, The British & ANZAC players may take control of French of Dutch territories while their capitals are occupied (non-combat)
It has Canada as a playable power. Would you like to see new molds for France, instead of seeing Soviet pieces painted blue? They could have a Dewoitine D 520 for the fighter piece. A Farman F. 222 for the strategic bomber piece. A Samoua S. 35 for the tank piece. I would also like to see 1 P-40 for China, instead of having to use a P-38 from the United States box. There is always Historical Board Gaming. I have no idea why there is a Panther tank in a game that takes place in 1940. The Panther was not even introduced until 1943. I would like to see new plastic pieces for the French and fortunately, Historical Board Gaming answers that.
I'm personally working on an unofficial 3rd Edition, better described as a G40.2 Historical Edition, and am currently trying to work out how many troops there were around the world for different powers and how that should translate to A&A pieces, asking such questions as:
- Is an Infantry piece worth 5 infantry divisions, or 10?
- Because artillery divisions didn't exist separate from infantry/armored divisions (except for 2 German cases), do Artillery pieces therefore constitute the combined artillery battalions from each infantry/armored division represented by the accompanying Infantry/Tank pieces at the start of the game?
- How many BBs or CVs or CAs or DDs or SSs are represented by each piece in the game?
- How accurately are the economies represented in the G40 2nd Edition, and based off the ratio of real life units/pieces, what should the pieces' actual/historical value be in terms of game IPCs?
Lots of work, to be sure. But, it should be a grand 'ole time.
Initial projections/alterations/goals include:
1) Changing the IPC values of the board to be more historical while also allowing for a larger volume of pieces on the board
2) Giving Neutral Countries (in addition to the IPC changes) a variety of military pieces when attacked/activated (e.g. Spain has a navy and varied army units, and the Dutch East Indies provide troops/naval units like Neutral Countries now)
3) Introducing pieces based on other user-created variants and my own desires, such as: coastal guns, entrenchments, blockhouses, transport planes, naval fighters, naval dive bombers, torpedo bombers, destroyer escorts, light cruisers, battlecruisers, escort carriers, light carriers, flagships, and more
4) Updating the map with places like Northern Borneo (British controlled) and Southern Borneo (Dutch controlled), Sakhalin Island, the Azores, the Canary Islands, etc.
5) Updating the map to include more Victory Cities (e.g. Vladivostok, Vancouver, Seattle, Sacremento, Los Angeles, Houston, Miami, Washington D.C., New York City, Casablanca, etc.) of economic/strategic importance, determined by Victory City Points (with pre-determined goals of VCPs for Axis and Allied victories)
6) More, but it's late and I'm getting pretty tired...
But yeah, while no official 3rd Edition is in the works that we know of, it is left to us, the avid players, to house rule the crap out of it, in the spirit of Larry's quote:
"I should point out that I encourage the creation and implementation of house rules."
Hope to have most of this all wrapped up by the end of this coming summer; lots of time to research and create the rules now, but playtesting is hard during the semester.

- Imperious Leader's 1939/42 edition, with flanking and entrenchments and coastal guns and VCPs and stuff; it all looked really good!
- The guys who made AARHE.
- DK's Hybrid Axis and Allies, from which the idea for increased number of VCs came from.
- Lots of people on the forums at harrisgamedesign.com and axisandallies.org for all the home rules, game mods, and map changes that inspired me to try to make a Global 1940.2 Historical Edition.
