I might have misunderstood the "ignore"-portion of the rule.

I thought you roll a die and 1-2-3 are the IPCs the enemy must surrender. Rolls of 4-5-6 do not count and get RE-ROLLED so you definately have a 1-2-3 sinking per sub.

Otherwise, meaning 4-5-6 is a miss, not worth to think about.

Another alternative would be to use a rule similar to that in AA40: each sub rolls one die, rolls of 4 or higher are ignored and all others are totaled.

Sounds good to me.

If this means a 1, 2 or 3 still would drain just 1 IPC, it is still not enough incentive to do USW. The only way to make USW worthwhile is if the German player has a possibility of draining 7 or more IPCs before being hunted down and sunk. Otherwise it make no economic sense to buy a sub for USW.

If the amount of IPCs lost were 1, 2 or 3 based on the die roll, that might make it worthwhile, but you still have the survivability issue. You may get 1 attack on the British player but will not last long enough to do 7 or more damage.

It means that 2s drain 2 IPCs and 3s drain 3 IPCs.

When the German player declares USW, can they declare it only on Britain? Or do you have to declare it on the US as well?

Both. Unrestricted means the Germans sank any ship sailing to England. Even if they were from the USA.

I like a more politcal version of USW in A&A 1914:

USA has no fixed war Entry in the game.
It collects 20 IPCs income every Round without beeing allowed to build or move troops.

USA was never a true neutral state. Because of that, it sends from R1 on (after collecting its income) 10 IPCs to BE (5) and France (5).

This financial help will continue every Round as long as GE won´t declare USW or
the US enters war because of the fall of the tzar (first economical collapse of Russia).

From R2 on Germany can declare USW to stop this american help. At the beginning
of every Round it can roll for every sub that is located in the historical USW-SZ 2,3,4,7,8,9,15 one dice. The result will be splitted up between USA and BE. (If uneven BE will get the higher lost)

IF US suffer two times because of this they will declare war against the CPs.
