I am likely to throw out the current naval combat withdrawal rule in favor of what I think I have seen under the "tournament" rules. I fail to see the basis for this rule change from the A&A norm. The historical Battle of Jutland is a perfect example -- German fleet sails out of port, engages the British, they fight inconclusively for the equivalent of a round, then the German commander pulls his fleet back to base. You simply can't do this under the given rules. Makes no sense! Same goes for submarine first strikes, in my view. Same sort of warfare as in WWII.
