An Irish republican rebellion optional rule

Originally posted in another discussion, presented here for better distribution, with some revisions:

It's the Easter Uprising!
The German player may invest 3 IPCs during a build to foment an Irish rebellion -- similar to the technology tables in A&A 50 AE. Having a submarine adjacent to Ireland also provides for this check, without having to pay the IPCs (because this was how arms and persons were often smuggled). If a 6 is rolled on a die, Irish republicans revolt. Irish rebellion is also automatically triggered by any German land unit landing in Ireland. If Ireland rebels, place two infantry figures in Ireland, under the control of the German player. If Britain loses control of Ireland or Ireland is contested, at the start of each build it forfeits as many IPCs as there are Irish figures in play. At the start of each German turn that Ireland is controlled by Germany or contested, another Irish infantry figure is placed in Ireland, up to a maximum of four infantry units. No other kind of Irish units can be raised but there is no limit to other units that can be in Ireland.
