Bid Rules for 2 to 6 players

The wartime IPC bonus defines the bid. It can even be a negative number but powers are limited to a 0 IPC output.
4 or 5 Player: Each player writes down the bonus that they would want as either Germany or Japan. Italy automatically goes to the German player. If 1 player bids lowest for both Germany and Japan in a 4 player game, remaining 3 –by vote -decide if they want to play the recommended standard rule 3 vs. 1 game. If not, then the lowest bidding player is given their low bid. Ties are resolved by an odds/evens dice roll call or mutual agreement. Allied players negotiate their responsibilities with the Atlantic American player (who is given the war bonus) able to cede its income bonus up to the level of the German players bonus to the Western allies and up to the Japanese players bonus to the Eastern Allies. This support begins when the allied power is at war and can be shifted when additional powers go to war. (eg. Can start supporting UK Europe but shift to USSR)

6 Player: Each player writes down the bonus that they would want as either Germany, Italy or Japan. If 1 player bids lowest for more than 1 Axis power, then the lowest combined bid player decides who they want to play among those powers where it was lowest and then the next lowest chooses and so on.
2 Player: Each player writes down the bonus that they would want as either Germany or Japan. Axis powers go to the lowest combined bid. Ties are resolved by an odds/evens dice roll call or mutual agreement. Atlantic American player is able to cede its income bonus up to the level of the German players bonus to the Western allies and up to the Japanese players bonus to the Eastern Allies.
